The most useful players in this region are often the ones the databases cannot describe. Vieux Cisse is one of them. Open any of the major statistical sites and you will find a birth date, a club and almost nothing else; open the CHAN 2024 tournament file and you will find him on the pitch in a semi-final against Morocco. The gap between those two documents is the reason I am writing this report.
The basics. Born 23 April 2004 in Dakar, an attacking midfielder, right-footed, listed at 1.85m. He plays for Union Sportive Goreenne, the Dakar club named after the island, in Senegal's Ligue 1. His contract runs to 30 June 2027 and his market valuation sits in the low six figures. Those are the only club-level facts I will state as certain, because Senegalese Ligue 1 appearance data is incompletely logged in public databases. A thin line on a stats page here is a coverage problem, not a playing-time verdict, and scouts who read it the other way keep missing this league.
What can be verified is the national file, and it is the more interesting one. Cisse was named in Senegal's squad for CHAN 2024, the continental tournament restricted to players based in their domestic league, played in August 2025 across Kenya, Tanzania and Uganda. Senegal went in as holders. He was used from the bench in the quarter-final win over Uganda, brought on to change the rhythm of a tight game, and he came on again in the semi-final against Morocco. In that semi-final he was fouled at the edge of the box while running clear on goal; the incident went to review and the decision went against Senegal, who were then eliminated on penalties.
Read that carefully, because it is a specific kind of endorsement. A national coach selecting a squad from the domestic league alone knows exactly what he is choosing between, and he chose Cisse twice in knockout football as the man to change a game. That is a coaching judgement made with far more information than I have.
What I saw in those matches supports it, with limits. He receives between the lines with his back half-turned and does not need a second touch to face forward. His first instinct on turning is to attack the defensive line rather than recycle sideways, which in this region is rarer than it should be. At 1.85m he holds his ground against a physical midfield, and he is comfortable being fouled, which is not a small skill for a player asked to enter a tense knockout tie.
The limits are equally clear. Everything I have on him at senior level is short-sample: substitute appearances in a tournament and a domestic league that I cannot cross-check minute by minute. His defensive contribution off the ball was modest in what I saw, and at twenty-two he is no longer a prospect who can be graded on potential alone. A player of this profile needs a full season of starts, somewhere, to be graded properly.
So this is a live file, not a recommendation. The CHAN selection is real and it is the strongest single line in the dossier. What it needs now is volume: a season of league starts at Goree, or a move inside francophone West Africa or North Africa where the football is actually recorded.
Scout tavsiyesi: Keep on the active list, not the recommendation list. The CHAN 2024 selection is the strongest verified line in this file: a coach picking only from the domestic league used him twice in knockout football as a game-changer, and that judgement carries more weight than any database row I can quote. Against it stands a simple absence - no full season of recorded starts anywhere, and at twenty-two the potential column is no longer doing the work. Two developments reopen this as a transfer file rather than a watching brief: a complete league season at Goree with documented minutes, or a first move abroad inside francophone West Africa or North Africa where the football is properly logged. Until one of those exists, any club asking about him is buying a tournament, not a career.
